CAREER OPPORTUNITIES
Tanzania Petroleum Development Corporation (TPDC) is a National
Institution established in 1969 with a mandate to undertake
petroleum development. TPDC has its headquarters in Dar es
Salaam and carries its operations in selected petroleum potential
areas throughout the country, including the continental shelf of
Tanzania. The Corporation is currently operating in partnership
with international oil companies under Production Sharing
Agreements (PSA). Using this arrangement in recent years, major
discoveries of natural gas have been made, both onshore and
offshore. These discoveries provide TPDC with significant growth
potential, with corresponding increased managerial and
operational challenges across the petroleum value chain ranging
from upstream, midstream to downstream. To cope with such
dynamic managerial and operational challenges, TPDC is looking
for experienced, dynamic, energetic, visionary and qualified
candidates to fill the most senior positions within the
Corporation’s. These positions will provide supporting roles to the
Managing Director. Specific day to day duties and responsibilities
1. DIRECTOR OF UPSTREAM OPERATIONS
PURPOSE AND SCOPE OF POSITION
The Director of Upstream Operations will be responsible for
exploration and production activities. The Director will be required
to identify exploration blocks locally and internationally and add
value to those exploration assets. Identification and
implementation of optimal production methods to enhance the
Corporation’s oil and gas recovery will be the major function of the
Director.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Advises the Management on oil and gas exploration
and producing assets.
(ii) Advises the Management exploration blocks and
monitors the undertaking of exploration for oil and gas
by the Corporation and its partners within and outside
the country;
(iii) Monitors and coordinates exploration and production
activities in accordance with production sharing
agreements, laws and regulations;
(iv) Monitors and advises on execution of geological and
geophysical surveys and its related activities.
(v) Undertakes drilling of exploration and production wells.
(vi) Advises Management on unitization process between
companies or countries;
(vii) Oversees and is accountable for undertaking studies
relating to oil and gas exploration, development, and
production;
(viii) Advises on potential joint and production sharing
partners and the selection of contractors.
(ix) Advises on the review of policies, regulations and
guidelines relating to the oil and gas sector.
(x) Ensures that the Corporation’s interests regard to joint
ventures and production sharing agreements are
safeguarded.
(xi) Oversees any subsidiary company of the Corporation
engaged in any aspects connected with oil and gas
exploration and production to ensure maximization of
Corporate returns.
(xii) Liaises with relevant bodies in provision of Health,
Safety, Security and Environment (HSSE) services in all
upstream activities.
(xiii) Oversees staff development within the Directorate.
(xiv) Undertakes any other duties as assigned by the
Managing Director.
MINIMUM QUALIFICATIONS REQUIRED
Holder of a Master’s Degree in Petroleum Geosciences,
Petroleum Engineering or equivalent qualification from a
recognized institution. A holder of PhD degree in the relevant
academic field will be an added advantage.
WORKING EXPERIENCE
At least 13 years’ experience in upstream petroleum industry
of which 5 years must be at senior level. Proven high
administrative and managerial ability in the oil and gas
industry and knowledge of international oil business is
essential.
2. DIRECTOR OF DOWN STREAM OPERATIONS
PURPOSE AND SCOPE OF POSITION
The Director of Downstream Operations shall be responsible
for management of mid and downstream operations in oil
and gas related activities. Shall identify, undertake and
oversee related oil and gas business, infrastructure
development and value addition activities.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Formulates, within the general strategy set by the
Board, and in cooperation with other oil and gas
marketing companies, the distribution of oil and gas
products within the country and for exports;
(ii) Liaises with subsidiary companies of the Corporation
involved in oil and gas midstream and downstream
business in promoting their activities;
(iii) Formulates and participates in negotiations of all
contracts involving marketing operations of oil and gas
in midstream and down-stream activities, operation
and maintenance agreements, and product
sales/purchase agreements;
(iv) Identifies midstream and downstream investment
opportunities for oil and gas;
(v) Ensures marketing of petroleum products at delivery
point.
(vi) Monitors the operations and performance of
investment in oil and gas in both midstream and
downstream.
(vii) Supervises midstream and downstream research
activities to ensure efficiency and provide technical
advice in research and project development;
(viii) Conducts technical evaluation of projects and review
of consultant’s technical project reports;
(ix) Reviews conceptual designs and plans for plants,
equipment and pipelines to ensure that they meet
requisite standards;
(x) Liases with the Director of Corporate Legal Services on
contract negotiations relating to selection of
consultants, contractors and processes pertaining to all
midstream and downstream activities;
(xi) Monitors development projects during appraisal,
construction and implementation to enhance efficiency;
(xii) Designs, implements and facilitates departmental
annual plans;
(xiii) Supports and facilitates development and
implementation of business marketing plans;
(xiv) Promotes sales of oil and gas in and outside Tanzania
Undertakes training of staff in the Directorate;
(xv) Oversees staff development in the Directorate;
(xvi) Performs any other related duties as may be assigned
by the Managing Director
MINIMUM QUALIFICATIONS
Holder of a Master’s Degree in Marketing, Business
Administration, Economics, Finance, Engineering or
equivalent qualification from a recognized institution. A
holder of PhD degree in the relevant academic field will be
an added advantage.
WORKING EXPERIENCE
At least 13 years experience of which 5 years must be at
senior level in related fields. Proven high administrative and
managerial ability in the oil industry and knowledge of
international oil business is essential.
3. DIRECTOR OF CORPORATE STRATEGY AND
PLANNING
PURPOSE AND SCOPE OF POSITION
The Director of Corporate Strategy and Planning will be
responsible for development of strategies and plans of the
Corporation. The Director will be the think tank of the
Corporation and guides development of the short, medium
and long terms strategies. Shall be responsible for
identification of viable projects to be undertaken by TPDC,
and/or other entities participation and provide
recommendations on modes of participation.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Ensures that continuous strategic petroleum industry
assessments and necessary researches are carried out;
(ii) Liaises with other Directorates of the Corporation in
developing corporate strategies and business plan for
all prospective oil and gas projects;
(iii) Oversees business planning, budgeting and evaluation
of international business ventures performance;
(iv) Promotes strategic investment in the petroleum
industry in collaboration with the directors of upstream
and downstream operations;
(v) Evaluates strategic investment programs of the
Corporation;
(vi) Monitors investment processes and supervises
evaluation of the overall business performance of the
Corporation;
(vii) Sets out short, medium and long terms strategic plan
and their action plans;
(viii) Evaluates TPDC’s participation in the implementation
of the Natural Gas Utilization Master plan;
(ix) Advises on issues related to Government policies,
regulations and guidelines related to the petroleum
sector;
(x) Oversees staff development in the Directorate;
(xi) Performs any other related duties as may be assigned
by the Managing Director from time to time.
MINIMUM QUALIFICATIONS
Holder of a Masters Degree in Economics, Petroleum
Economics, and Finance or equivalent qualification from a
recognized institution. A holder of PhD degree in the
relevant academic field will be an added advantage.
WORKING EXPERIENCE
At least 13 years experience of which 5 years must be at
senior level in relevant field. Administrative and managerial
ability and experience in the oil industry will be an added
advantage.
4. DIRECTOR OF CORPORATE MANAGEMENT
PURPOSE AND SCOPE OF POSITION
The Director of Corporate Management will be responsible
for general administration and management of Human
Resources. Shall develop effective policies, procedures and
systems for recruitment, development and retention of
personnel with requisite skills required by the Corporation.
Develops and maintains good public and industrial relations
and provides appropriate advice to management, subsidiary
companies, joint venture partners in personnel training,
welfare, industrial and public relations.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Develops and recommends overall human resources
development and policies within the framework of
Parastatal regulations;
(ii) Reviews and recommends overall changes in respect of
organization structure, schemes of service, incentive
packages and staff regulations requisite for attainment
of TPDC objectives;
(iii) Assesses, in consultation with the heads of directorates
and units, the manpower requirement and
development programs;
(iv) Establishes and maintains close relationships with
training Institutions and sponsoring agencies and the
relevant Ministries/ Departments for identification of
proper training opportunities;
(v) Participates in manpower policy discussions with the
government to ensure that the Corporation secures fair
and adequate access to controlled sources of
managerial and technical talents;
(vi) Ensures efficient and effective management and
optimal utilization of human resource;
(vii) Ensures that up-to-date personnel records are
maintained and kept under adequate security;
(viii) Formulates, recommends and ensures adherence to
administrative policies, procedures and regulations and
institutes disciplinary action against violators;
(ix) Directs and supervises the development and provision
of efficient and effective office services;
(x) Prepares and controls Corporate plans and budgets
related to provision of accommodation, capital
equipment, house-hold and office supplies and
services;
(xi) Develops and administers industrial / public relations
and staff welfare policies and practices;
(xii) Ensures that the Corporation is provided with adequate
written procedures that are continuously reviewed and
updated and cooperating with the relevant Managers in
this work;
(xiii) Ensures the development and maintenance of staff
pension, retirement benefits schemes, adequate
provision of health care services and insurance cover
for staff of the Corporation;
(xiv) Ensures provision of Oversees, monitors and evaluates
staff development in the Corporation;
(xv) Oversees staff work performance in the Corporation;
(xvi) Performs any other related duties as may be assigned
by Managing Director.
MINIMUM QUALIFICATIONS
Holder of a Master’s Degree in Public Administration or
Business Administration (with focus in Human Resources) or
equivalent qualification from a recognized institution. A
holder of PhD degree in the relevant academic field will be
an added advantage.
WORKING EXPERIENCE
At least 13 years experience of which 5 years must be at
senior level. Administrative and managerial ability in the oil
industry is an added advantage.
5. DIRECTORATE OF FINANCE
PURPOSE AND SCOPE OF POSITION
The Director of Finance shall ensures effective system
control of the Corporation’s assets and liabilities; provides
financial and costs information of the operations which will
enable the control exercise and achieve budget in line with
the financial objectives of the Corporation, monitor the
financial aspects of contracts of third parties to ensure that
the Corporation’s interest have been adequately considered,
provide financial and management accounting services for
the Corporation including budgeting and budgetary control.
Responsible for origination and execution of project finance
advisory and financing transactions in the cooperation.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Assists and supports the Managing Director in carrying
out the financial policies of the Corporation as specified
by the Board of Directors;
(ii) Ensures the proper control of Corporation assets,
liabilities, financing and cost of operations so as to
achieve budget in line with financial objective of the
Corporation;
(iii) Monitors financial aspects of contracts with third
parties;
(iv) Saves the Corporation’s interest regarding the financial
matters particularly financing decision and raising
funds for corporation activities;
(v) Oversees preparation of financial statements;
(vi) Works closely with heads of other Directorates in
planning of sound capital structure;
(vii) Forecasts on cash flow and financial resources of the
Corporation;
(viii) Designs financial policies and regulations of the
corporation;
(ix) Conducts planning of resources and manages them so
that future requirements of the corporation are met;
(x) Supervises financial performance of the Corporation;
(xi) Oversees staff development in the Directorate;
(xii) Performs any other duties as may be assigned by the
Managing Director.
MINIMUM QUALIFICATIONS
Holder of a Master’s Degree in Business, Finance, Accounting
and CPA (T) or equivalent qualifications from a recognized
institution. A holder of PhD degree in the relevant academic
field will be an added advantage.
WORKING EXPERIENCE
At least 13 years experience of which 5 years must be at
senior level in the relevant field. Specialization in
international finance in Oil and Gas will be an added
advantage.
6. DIRECTOR OF CORPORATE LEGAL SERVICES
PURPOSE AND SCOPE OF POSITION
The Director of Corporate Legal Services is responsible for
providing legal services to the Corporation in accordance
with the TPDC’s Establishment Order and relevant laws,
regulations and other legal instruments.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Provides legal services to the Corporation
(ii) Handles matters relating to the Board of Directors
(iii) Provides legal advice and assistance to all
Departments, Units and Subsidiaries;
(iv) Ensures proper management of contracts with user
departments and units;
(v) Represents the Corporation in the Courts of law
(vi) Ensures compliance of the legislation relating to
energy sector;
(vii) Prepares minutes, agenda, notices, and subsequent
correspondence in connection with meetings of the
Management Committees and Board of Directors.
(viii) Acts as custodian of the seal of the Corporation;
(ix) Provides efficient and effective insurance cover to
the Corporation’s property;
(x) Oversees staff development in the Department.
(xi) Performs any other related duties as may be
assigned by the Managing Director.
MINIMUM QUALIFICATIONS
Must be a holder of an LLM degree. and Possession of a full
ICSA and PhD will be added advantages. Must be a
registered Advocate of the High Court of Tanzania.
WORKING EXPERIENCE
At least 13 years working experience in the legal profession
of which 5 years must be at senior position. Administrative
and managerial ability in the oil and gas industry will be an
added advantage.
7. DIRECTOR OF INTERNAL AUDIT
PURPOSE AND SCOPE OF POSITION
The Director of Internal Audit directs the functions of the
internal auditing which reviews accounting, financial and
other records of TPDC and its operating units to ensure
compliance with the Corporation’s policies, objectives,
accuracy and reliability of information reported to
management. Director of Internal Audit is responsible for the
implementation of systems of internal audit control that
ensure reliable day-to-day records that safeguard the
Corporation’s assets.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Develops comprehensive risk based audit programs;
(ii) Ensures proper control of resources;
(iii) Ensures compliance with laws, regulations and
procedures;
(iv) Reviews and reports on the reliability of financial
statements and operational data;
(v) Carries out performance audits and value for money;
(vi) Carries out special audit and investigations as directed
by Management and shall be responsible for joint
venture audit;
(vii) Liaises with External Auditors during the audit of the
Corporation’s financial statements;
(viii) Conducts audits to (a) appraise the adequacy and use
of financial accounting and operating controls, (b)
determine the extent of compliance with policies and
procedures affecting financial operations, and (c)
determine reliability of accounting and other data
developed;
(ix) Ensures that Corporation’s assets are adequately
controlled and safeguarded;
(x) Oversees staff development in the Department;
(xi) Performs any other related duties as may be assigned
by the Managing Director and/or Chairman of the
Board.
MINIMUM QUALIFICATIONS
Holder of Masters Degree in Accountancy from a recognized
Institution and CPA (T) registered with NBAA in the category
of Authorized Auditor. Possession of Certified Internal
Auditor (CIA) or Certified Information Systems Auditor
(CISA) qualification and PhD degree in the relevant
academic field will be an added advantage.
WORKING EXPERIENCE
At least thirteen (13) years working experience from a
commercial organization or any other reputable institution of
which 5 years must be at senior position. Administrative and
managerial ability in the oil and gas industry will be an
added advantage.
8. PROCUREMENT MANAGEMENT MANAGER
PURPOSE AND SCOPE OF POSITION
The Head of Procurement Management Unit, among other
things, organizes, plans, and manages all procurement
undertakings of the Corporation, aligns procurement with
mission and vision of the organization, develops and
implements policies and procedures for the department,
formulates short and long term programs for the unit, liaises
with procurement players such as Public Procurement
Regulatory Authority (PPRA), Public Procurement Appeals
Authority (PPAA), Public Supplies Professional Technicians
Board (PSPTB) and any other authorities.
PRINCIPLE DUTIES AND RESPONSIBILITIES
(i) Prepares a workable procurement plan based on the
Annual Budget and Plan;
(ii) Manages procurement and disposal of goods and
services within the provisions of the Public
Procurement laws and regulations;
(iii) Supports the functioning of the tender board and
implements decisions therefrom;
(iv) Liaises with the Director of Corporate Legal Services to
ensure compliance with the Public Procurement laws
and Regulations;
(v) Prepares statements, reports and returns as per the
requirements of the public procurement law(s);
(vi) Prepares and handles advertisement for tenders,
tendering documents;
(vii) Liaises with the Director of Corporate Legal Services in
preparation of all procurement contracts;
(viii) Maintains and keeps records of the procurement and
disposal processes;
(ix) Prepares and submit to the appropriate authorities
quarterly and annual reports on the implementation of
the annual procurement plan;
(x) Oversees staff development in the Unit;
(xi) Performs any other related duties assigned by the
Managing Director.
MINIMUM QUALIFICATIONS
Holder of a Masters Degree in any discipline with Certified
Procurement and Supplies Professional (CPSP) or equivalent
qualification from a recognized institution and must be
registered with PSPTB as authorized Procurement Officer. A
holder of PhD degree in the relevant academic field will be
an added advantage.

senior level. Administrative and managerial ability in the oil
and gas industry will be an added advantage.
9. MANAGER - RISK MANAGEMENT
PURPOSE AND SCOPE OF POSITION
The Head of Risk Management Unit shall be the principal
advisor to the Managing Director on all matters concerning
risk management in the Corporation.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Assists and supports the Board and Managing Director
in carrying out risk management functions in the
Corporation as specified by the Board.
(ii) Reviews the designs and implementation of risk
management plans and programs in the Corporation.
(iii) Implements a set of risk metrics and reports, including
losses and incidents, key risk exposures and early
warning indicators.
(iv) Reviews policies and strategies for risk management.
(v) Maintains Risk Register and prepares risk reports.
(vi) Improves the Corporations risk management readiness
through communication and training programs and
risk-based performance measurement and incentives.
(vii) Ensures that the Corporation is in substantial
compliance with its internal operating policies and
procedures and any external legal, regulatory or
contractual requirements.
(viii) Oversees staff development in the Unit.
(ix) Performs any other related duties as may be assigned
by the Managing Director.
MINIMUM QUALIFICATIONS
Holder of a Master’s Degree in Risk Management,
Engineering, Geosciences, Insurance, Actuarial Sciences,
Finance, Economics or equivalent qualification from a
recognized institution with extensive training in risk
management. A holder of PhD degree in the relevant
academic field will be an added advantage.
WORKING EXPERIENCE
At least 13 years working experience from a recognized
Organization of which 5 years must be at senior level.
Administrative, managerial ability in the oil and gas industry
and experience in handling risks will be added advantages.
10. MANAGER - COMMUNICATIONS
PURPOSE AND SCOPE OF POSITION
The Manager responsible for Communications is responsible
for providing information relating to the Corporation’s
activities to the general public and stakeholders with a view
of enhancing the image of the Corporation. The
Communications Manager shall be the link between the
Corporation and other general public and stakeholders.
PRINCIPAL DUTIES AND RESPONSIBILITIES
(i) Preparation and implementation of the Charter and
policy on communications within the Corporation
(ii) Collects and disseminates appropriate information to
the general public and stakeholders;
(iii) Supervises preparation of Corporation’s
communications strategy;
(iv) Keeps general public and stakeholders aware of the
Corporation activities;
(v) Oversees preparation of plans and strategies on
Corporate Social Responsibilities;
(vi) Coordinates press briefings;
(vii) Liaises with relevant Directorates and Units before
issuing or responding to press briefings;
(viii) Liaises with the Director of Corporate Management
and Coordinates Corporation’s public events;
(ix) Ensures and supervises designs of Corporation
promotional publication materials such as diaries,
calendars, posters etc;
(x) Supervises arrangements for promotional and trade
exhibitions;
(xi) Promotes Organizational activity programs and
policies;
(xii) Coordinates the arrangement for reception of foreign
and local visitors;
(xiii) Handles all official functions and receptions.
(xiv) Oversees staff development in Unit;
(xv) Carries out any other duties as may be assigned by the
Managing Director.
MINIMUM QUALIFICATIONS
Holder of a Master’s Degree in Mass Communication,
Journalism, Public Relations or equivalent qualification from
a recognized institution. A holder of PhD degree in the
relevant academic field will be an added advantage.
WORKING EXPERIENCE
At least 13 years working experience from a recognized
institution, of which 5 years must be at senior level.
Administrative and managerial ability in the oil and gas
industry will be an added advantage.
