MANAGING DIRECTOR
Tanzania
Petroleum Development Corporation (TPDC) is a National Institution
established in 1969 with a mandate to undertake petroleum development.
TPDC
has its headquarters in Dar es salaam and carries its operations in
selected petroleum potential areas throughout the country, including the
continental shelf of Tanzania.
The
Corporation is currently operating in partnership with international oil
companies under Production Sharing Agreements (PSA). Using this
arrangement in recent years, major discoveries of natural gas have been
made, both onshore and offshore. These discoveries provide TPDC with
significant growth potential, with corresponding increased managerial
and operational challenges across the petroleum value chain ranging from
upstream, midstream to downstream.
To cope
with such dynamic managerial and operational challenges, TPDC is looking
for an experienced, dynamic,energetic, visionary and qualified
candidate to apply for the position of a Managing Director.
The
Managing Director is the Chief Executive Officer of the Corporation and
is expected to operate in this dynamic and challenging environment of
potential growth, to provide strategic leadership and deliver results
efficiently, expeditiously and in line with the national policies and
development aspirations as articulated in various national and sector
plans and strategies. Specific day to day duties and responsibilities of
the Managing Director of the TPDC are as follows:-
1.0 PRINCIPAL DUTIES AND RESPONSIBILITIES
1.1 Provides strategic leadership and operational direction of the Corporation.
1.2
Formulates corporate vision, objectives, strategies of the corporation
for realization of the sector growth and its contribution to the
Tanzanian economy.
1.3
Formulates, translates, and implements operational petroleum sector
polices that govern the petroleum value chain ranging from upstream,
midstream to downstream.
1.4 Implements petroleum sub sector policies to achieve objectives and vision of the corporation
1.5 Implements directives of the Board of Directors pursuant
to Corporate policies, relevant Acts and regulations governing the Industry
1.6
Ensures that the Corporation’s resources, both human, financial and
physical are nurtured, developed, managed and harnessed optimally
1.7 Ensures adequate mechanisms for internal control and monitoring are in place
1.8
Advises the Board of Directors on matters related to all activities
under the Corporation’s mandate and on the policies affecting them
1.9
Oversees the operations of the Corporation and any other matters
affecting the Corporation, subsidiaries and associated companies
1.10 Develops appropriate financing plan for the Corporation and its subsidiaries and associated companies for Board’s approval
1.11
Develops adequate mechanism to ensure that subsidiaries and associated
companies operate in accordance to their mandate and management best
practices
1.12
Liaises with the Ministry responsible for petroleum affairs to ensure
that the Corporation provides full support and assistance in pursuing
national objectives
1.13
Prepares and submits to the Board annual plans, budgets, and periodic
reports as stipulated in the Acts and regulations governing the
Corporation
1.14
Ensures effective human capital policies and strategies in line with
overall Corporate strategy, including recruitment, staff development,
retention and performance
1.15
Monitors performance of senior staff, including matters of integrity,
transparency and compliance with the governing policies, rules,
regulations and codes of conduct.
1.16 Performs any other duties assigned to him/her by the relevant authorities as may be called upon from time to time.
2.0 DESIRED PROFESSIONAL QUALIFICATIONS
The
candidate for this position must hold a university degree from a
recognized institution in any of the following fields:
geosciences,engineering, management, accounting, finance, law,
economics, or related fields with a minimum of fifteen (15) years of
working experience, of which ten (10) must be in a senior managerial
position and involvement in corporate strategy formulation, policy
development, and project management.
A holder of post graduate degree preferably at the PhD level in the relevant academic field will be of added advantage.
The candidate must possess adequate knowledge on the practice of oil and gas industry, including its international context.
Past experience in a large organization dealing with petroleum,petrochemicals or related industry will be an added advantage.
